The government of Nova Scotia has initiated a special tax refund program aimed exclusively at low-income seniors, benefiting around 20,000 individuals. This program, which is unique to the province, reflects the government’s commitment to improving affordability for its aging population.
The average tax refund for eligible seniors amounts to $1,532, contributing to a substantial total of $30.6 million returned to the community. Barbara Adams, the Minister of Seniors and Long-Term Care, commented on this initiative on behalf of John Lohr, the Minister of Finance and Treasury Board. She emphasized the importance of the refund for low-income seniors, stating, "Everyone is concerned about affordability and, for our low-income seniors, every dollar makes a difference. We’re happy to give this money back to the people who need it most. They’ll put it to good use."
To qualify for this refund, seniors must be recipients of the federal Guaranteed Income Supplement (GIS) and also pay provincial income tax. The eligibility criteria highlight the program's focus on supporting those who are in financial need, especially as the cost of living continues to rise.
An interesting trend has emerged in the number of eligible seniors. The participant count has significantly increased from 8,410 recipients in 2020 to approximately 20,000 projected for 2025. This rise is attributed to Nova Scotia's aging demographic and recent modifications to the federal GIS earnings exemption rules, which have made it possible for more seniors to engage in the workforce while still availing of GIS benefits.
The process of assessing eligibility and disbursing refunds is based on the seniors' tax returns. It is worth noting that seniors do not need to apply specifically for this refund. However, to qualify, it is mandatory for them to file a tax return each year. For those who may have missed filing their return for the 2025 taxation year but are still eligible, they can still claim the refund upon filing their tax return.
This initiative not only aims to alleviate the financial burden on low-income seniors but also serves to reinforce the importance of filing tax returns to gain access to various benefits that can aid in their financial well-being. As the aging population continues to grow, such targeted programs will be essential in providing necessary support to ensure that seniors can maintain a reasonable quality of life in retirement.
