The Ecology Action Centre (EAC) recently released a report emphasizing the necessity for a coordinated power grid in Atlantic Canada. This report outlines strategies for collaboration among the Atlantic provinces to enhance energy security and reliability. Thomas Arnason McNeil, the senior energy coordinator at the EAC, highlighted the regional pride in supporting one another during power outages but criticized current provincial barriers that impede trade and collaboration in power grid management.
According to McNeil, the establishment of a unified power grid would facilitate interprovincial cooperation, thereby ensuring that electricity remains both reliable and affordable. The report asserts that Atlantic Canada wouldn’t be starting from zero, as the proposed models are inspired by successful power grid systems in New England, the central United States, and California.
The report, produced by Dusky Energy + Climate Partners, is critical in its recommendations for the formation and operationalization of a coordinated power grid. It argues that such a structure would improve system reliability, reduce costs, and promote the integration of renewable energy sources in the region.
The timing of this report is significant; in April 2023, a review of New Brunswick power recommended initiating discussions about the potential establishment or shared responsibilities of a Maritime Independent System Operator. Following this review, the Government of New Brunswick has expressed its commitment to collaborate with other Maritime provinces. Additionally, Premier of Prince Edward Island Rob Lantz has reported on ongoing discussions with both New Brunswick Premier Susan Holt and Nova Scotia Premier Tim Houston regarding the establishment of a regional system operator. Lantz has also engaged in talks with Massachusetts Governor Maura Healey about the New England Systems Operator, which serves as a successful model mentioned in the report.
McNeil pointed out that regions such as New England began their collaborative approaches to improve grid reliability as far back as the 1940s, and they developed even further in the 1970s. California, facing challenges with the transition to renewable energy sources, has also recognized the importance of collaboration for enhancing reliability. In contrast, McNeil indicated that Atlantic Canada has lagged behind due to a reluctance among provinces to work together, resulting in lower reliability and higher electricity costs.
The report proposes new avenues for planning and operating electricity grids in Atlantic Canada, emphasizing resilience and the regional pride characteristic of its communities. It aims to initiate a transformation in how the provinces manage their electricity systems, urging officials to recognize the benefits of cooperative infrastructure and shared resources.
