McALLEN, Texas (AP) — Voters in South Texas are set to decide on Saturday whether to officially establish a new city named Starbase, a project that aligns with billionaire Elon Musk's vision of creating a launch facility for future missions to Mars. The proposed city, which includes Musk's SpaceX rocket company, aims to provide a "galactic dateline" for the space program, further solidifying its significance in the space exploration sector.
The outcome of the election appears to be nearly guaranteed, as the majority of the 283 eligible voters are employees or affiliates of SpaceX, residing on the property encompassing the launch site and facility. By the end of early voting on Tuesday, around 200 ballots had already been cast according to Cameron County election records. Notably, Musk was not included in the early voting list; he voted in a prior election within the county, but it remains uncertain whether he will vote in this upcoming election.
Success in this election would serve as a personal achievement for Musk, especially in light of his waning popularity due to his controversial public persona and his association with former President Donald Trump. Additionally, declining profits at Tesla have further complicated his public image. Despite these challenges, Musk's SpaceX has garnered substantial backing from local officials, who recognize the economic boosts provided by job creation and investments in the region.
However, the push for an official company town has sparked concerns among some residents and officials. Critics worry that establishing Starbase as a city could increase Musk's control over local resources, including the authority to close beaches and state parks for launch activities. There have been moves in the Texas state Legislature to grant such power to the new city, transferring it from the county government, which is seen as a more representative body by many citizens.
SpaceX has recently sought authorization from federal authorities to dramatically increase its launch frequency from South Texas, proposing an increase from five to 25 launches annually. Musk first proposed the idea of Starbase in 2021, designating it as a small area at the southern tip of Texas, near the Mexico border, measuring approximately 1.5 square miles (3.9 square kilometers). The area is characterized by a few roads and a mixture of airstream trailers and humble mid-century homes.
Despite their significant interest in this proposed city, SpaceX officials have been tight-lipped regarding the rationale behind their desire to establish a company town and have not responded to recent media inquiries. In correspondence with local officials in early 2024, Starbase General Manager Kathryn Lueders articulated a need for the ability to develop Starbase as a community. They already oversee local roads, utilities, and even the education and healthcare provisions for individuals residing within the company-controlled territory.
SpaceX argues that granting the city beach closure authority would streamline their operations, especially considering their contracts with the Department of Defense and NASA. Launch activities require extensive coordination, including the closure of surrounding roads and access to Boca Chica State Park and Boca Chica Beach, which raises questions about public access and environmental concerns.
Local officials like Cameron County Judge Eddie Trevino, Jr. have expressed that the existing arrangement is sufficient and that the county government effectively represents the interests of the broader population that frequents the beaches and parks. Another legislative proposal has sought to enforce stricter penalties for failure to evacuate the beach during emergency situations, suggesting the gravity of managing safety protocols around the site.
Opposition to the city vote has been robust, spearheaded by the South Texas Environmental Justice Network, which has previously organized protests against the proposal. They plan to continue raising concerns as the polls close on Saturday, emphasizing the impact such changes could have on local residents and the environment.
