WASHINGTON (AP) – President Donald Trump has officially endorsed a new counterterrorism strategy, which significantly prioritizes the elimination of drug cartels in the Western Hemisphere, according to a White House announcement made on Wednesday. This strategic shift comes months after the administration published an updated national security strategy that aimed to emphasize the Western Hemisphere as the United States' primary focus in matters of security.

In a 16-page document outlining this strategy, Trump expressed a firm stance against the activities of cartels and terrorists, stating, “We will not let cartels, Jihadists, or the governments who support them plot against our citizens with impunity. Terrorists of any kind will not be allowed to find safe harbor here at home or attack us from abroad.” The strategy underscores the administration's resolve to combat various forms of terrorism and drug trafficking that threaten American lives.

The Trump administration has taken aggressive steps to alter the geopolitical landscape of the region, notably through the ouster of Nicolás Maduro from the presidency of Venezuela. This has been complemented by military actions, including dozens of strikes on suspected drug-trafficking vessels operated by cartels, as well as renewed pressure on the communist government of Cuba. Such initiatives are part of a broader effort to reshape the security dynamics in the Western Hemisphere.

Sebastian Gorka, who serves as the White House counterterrorism czar and played a significant role in crafting the new strategy, highlighted the grim reality of drug-related deaths in the United States. He pointed out that more Americans have perished due to cartel-related violence and drug abuse than the total number of American service members lost in all conflicts since World War II. Gorka stated, “Whether it is strangling their illicit funds, whether it is tracking their drug boats, we will not permit them to kill Americans on a massive scale.”

This updated counterterrorism strategy also exemplifies the administration's ongoing commitment to enhance U.S. foreign policy in the Western Hemisphere while addressing global crises. Gorka outlined additional priorities in the counterterrorism realm, which include targeting and dismantling Islamic militant organizations capable of launching attacks against the United States, identifying and neutralizing anti-American political factions, and enhancing efforts to prevent nonstate actors from acquiring weapons of mass destruction.

The Trump administration's military operations targeting drug-trafficking vessels in Latin American waters have reportedly been ongoing since early September and have resulted in the deaths of at least 191 individuals. In conjunction with these military operations, Trump has urged regional leaders to collaborate more closely with the United States in military actions aimed at drug traffickers and gangs, which he has characterized as presenting an “unacceptable threat” to national security within the hemisphere.

As part of the administration's counterterrorism strategy, Gorka mentioned that officials are scheduled to meet with allied nations later in the week to discuss collaborative and enhanced counterterrorism efforts. He stressed the importance of measuring the seriousness of partnerships and alliances in combating terrorism, stating, “As the president made very clear, we will measure your seriousness as a partner and ally by how much you bring to the table.” This reflects the administration's expectation for greater contributions from partners in the Middle East and beyond in tackling global threats.
